Beginning in the early 1970s, environmental considerations have been
incorporated into the governmental planning and decision-making
process.  This trend was initiated with the passage of the National
Environmental Policy Act (NEPA), signed into law on 1 January 1970.  
While that law applies specifically to Federally-related projects only, its
application at the Federal level has resulted in a general, standardized
approach to incorporating environmental considerations into
governmental decision-making at various levels of government and is
usually termed “environmental impact analysis”.  In a “nutshell” this
approach includes the following features:


These analyses provide a basis for the governmental unit to make an
environmentally-sound decision given the goals of the project, the
foreseeable impacts of the action or project, and the need for the
project.  The following is an outline of the various issues typically
considered in describing the “affected environment”, which also serve
as the categories under which foreseeable environmental impacts of
the action are described.
